EPA Office of Air Quality Planning & Standards (OAQPS) Seeking Input

February 17th, 2:00 PM – 3:00 PM ET

EPA would like to seek early input from tribal ambient air monitoring programs on potential options to improve the monitoring and data calculations as part of the notice of proposed rulemaking for the PM NAAQS Reconsideration.  We will cover several technical areas such as: data calculations, efficiencies to the PM2.5 FRM, approval of reference and equivalent methods, quality assurance, ambient monitoring, network design and relationship to EJ, comparability of PM2.5 FEMs, and probe and siting criteria.

NEW! EPA and Partners Establish a Plan to Eliminate Preventable Lung Cancer Deaths from Radon

Fourteen organizations representing the Federal government, states, Tribes, industry and non-profit sectors have announced a new plan to protect public health and reduce the risks of radon, “The National Radon Action Plan (NRAP) 2021–2025.” The NRAP is a public-private partnership spearheaded by the U.S. Environmental Protection Agency (EPA) and the American Lung Association with a shared goal of preventing 3,500 deaths annually from radon-induced lung cancer.

EPA to Hold Public Listening Session on Draft Lead Strategy For All Regions

EPA is hosting Zoom virtual public comment sessions in each of its ten geographic regional office areas from early February to early March 2022. The sessions will be an opportunity for the public to provide verbal input on the draft Lead Strategy to EPA. We encourage the public to share with the Agency thoughts on how to address lead issues in their communities during these regional sessions (e.g., Northeast, Southwest, Mid-Atlantic, etc.).

EPA will use the feedback received during this public comment period to determine if additional revisions need to be incorporated into the Lead Strategy before it is finalized.

The White House is hosting a special interagency Tribal broadband briefing on Friday, February 18 from 2:30 PM-4:30 PM Eastern Time. This session will highlight existing and upcoming opportunities across the Biden-Harris Administration to support Tribal broadband development through the Bipartisan Infrastructure Law, the American Rescue Plan, and other agency programs. President Biden has set a clear goal of ensuring all Americans have access to reliable, affordable, and high-speed internet to learn, work, and participate in the 21st century economy. This includes Native Americans, many of whom lack sufficient access to the internet and the educational and economic opportunities that the internet provides.

The Administration has taken a number of recent actions to provide broadband resources to Indian Country. In December 2021, the White House announced nearly $10 million in funding awards from the Departments of Commerce, Treasury, and Agriculture that will be leveraged to expand access to affordable, reliable, and high-speed internet services to Tribal Nations. These resources will help facilitate connections between Tribal communities, deliver laptops and tablets to Tribal members, support capital broadband projects, foster economic growth, and more. EPA 2021 Annual State Indoor Radon Grant Activities Report is Now Available

State and Tribal radon programs are critical to the Agency’s national goal of minimizing and preventing radon-related lung cancer. States and tribes are eligible to receive grant funds from EPA through the State Indoor Radon Grant (SIRG) Program which can be used to help finance risk reduction and outreach activities.

EPA’s Indoor Environments Division is pleased to share the final 2021 State Indoor Radon Grant Program Activities Report. This report highlights the important work states, territories, and tribes are undertaking across the country to advance radon risk reduction.

Some successful approaches states and tribes are utilizing for reducing radon risk include:

  • Education and outreach to the medical community,
  • Inclusion of radon in state cancer control plans,
  • Testing and remediation of schools in high-risk radon areas,
  • Addressing radon in homes and real-estate transactions,
  • Continuing education and technical support for industry professionals,
  • Building support for adoption of radon-reduction strategies in building codes or state/tribal policy

Biden order requires net-zero federal government emissions by 2050

There will be many opportunities to heat the more rural, northern federal buildings with wood, pellets, and wood chips! The US Forest Service itself has many such buildings and understands the technology and benefits.

EPA releases new report on Climate Change and Social Vulnerability in the United States: A Focus on Six Impacts

EPA’s new report quantifies the degree to which four socially vulnerable populations— defined based on income, educational attainment, race and ethnicity, and age—may be more exposed to the highest impacts of climate change. The report quantifies six types of impacts: air quality and health, extreme temperature and health, extreme temperature and labor, coastal flooding and traffic, coastal flooding and property, and inland flooding and property. NEW! EPA has updated the Tribal Greenhouse Gas Inventory Tool

EPA’s free, spreadsheet-based Tribal Greenhouse Gas Inventory Tool, first launched in 2013 and updated annually, is based on nationally and internationally recognized GHG accounting and reporting principles.

         This year’s updates include:

  • An optional market-based method to calculate Scope 2 emissions from electricity purchased through contractual instruments, such as Renewable Energy Certificates (RECs).
  • Revised Emissions & Generation Resource Integrated Database (eGRID) factors from 1990 through 2019, as available.
  • Updated default stationary energy emission factors and heat contents.
  • Kerosene and distillate fuel oil as additional stationary energy fuel types.

EPA is rescheduling the virtual public hearing for its proposed rule to February 17, 2022. This hearing is being rescheduled from the previous date of January 20, 2022. Due to the COVID-19 pandemic, this hearing will be held virtually only using Zoom (i.e., there will be no in-person hearing). In order to attend the February 17, 2022, virtual public hearing, all attendees (including those who will not be presenting verbal testimony) must register. The EPA is requesting that you pre-register by February 14, 2022 to allow for the orderly scheduling of testimony. Choose the Right Portable Air Cleaner for the Home

Whether you are in the market for a portable air cleaner for your home or you were thinking about gifting one this holiday season, EPA’s Guide to Air Cleaners in the Home can help you make a well-informed decision.

Tips for selecting and using a portable air cleaner:

  • Never buy or use an air cleaner that generates ozone, a lung irritant.
  • Choose an air cleaner with a clean air delivery rate (CADR) that is large enough for the size of the room. The higher the CADR the more particles an air cleaner can capture and remove from the air and the larger the room it can be used in.
  • Running your air cleaner at a higher speed and for a longer time will help improve the air cleaner’s effectiveness.
  • Place your air cleaner in the rooms where you spend more of your time such as your living room or bedroom.
  • Replace filters regularly and follow all air cleaner manufacturing maintenance instructions.

U.S. Department of Education Encourages Use of American Rescue Plan Funds to Improve Ventilation and IAQ in Schools

Indoor air quality is critical to reopening schools safely and keeping them open. The U.S. Department of Education has released new guidance encouraging the use of American Rescue Plan (ARP) funds to improve ventilation systems and make other indoor air quality improvements in schools to prevent the spread of COVID- 19 and tackle longstanding school ventilation improvement needs. The new Department of Education guidance highlights EPA resources to support investments in improved ventilation and indoor air quality. Use the following resources from EPA to supplement the information in the guidance:

NEW! EPA: Clean School Bus Program’s Webpage Update

EPA has made a few updates to the Clean School Bus Program’s webpage (www.epa.gov/cleanschoolbus) and has included the Report to Congress, which is required by January 31 of each year. The Clean School Bus – Initial Implementation Report to Congress mostly covers what’s in the Bipartisan Infrastructure Law (BIL) and stakeholder outreach to date. The Report also mentions that EPA intends to open the Clean School Bus funding cycle as early as April 2022. The second web update is that EPA also added a signup on the website to a new Clean School Bus listserv.

EPA will be sending a listserv announcement on our DERA list to alert people that the Clean School Bus – Report to Congress is now available online and to encourage people to sign up for the new CSB listserv.

NEW! EPA to Evaluate Whether Lead Emissions from Piston-Engine Aircraft Endanger Human Health and Welfare

On January 11th, EPA announced that it will evaluate whether emissions from piston-engine aircraft operating on leaded fuel contribute to air pollution that endangers public health and welfare.

Under the Clean Air Act, EPA reviews information on air pollutants and sources of air pollution to determine whether they threaten human health or welfare. This is referred to as an “endangerment finding.” EPA currently plans to issue a proposed endangerment finding for piston-engine aircraft that run on leaded fuel in 2022 for public review and comment. After evaluating comments on the proposal, we plan to issue any final endangerment finding in 2023.

This action responds to petitions from Alaska Community Action on Toxics, Center for Environmental Health, Friends of the Earth, Montgomery-Gibbs Environmental Coalition, Oregon Aviation Watch, the County of Santa Clara, and the Town of Middleton, WI.

In recent years, data from fine particulate matter (PM2.5) sensors have become an invaluable tool for communicating air quality information to the public during wildfire smoke episodes and broadening our understanding of the sometimes, local nature and often extreme air quality impacts from wildfire smoke. In 2021, EPA, released performance targets for PM2.5 air sensors. These targets provide a solid foundation for the evaluation of air sensors, but do not capture all the complexities of using sensors for smoke monitoring applications. This webinar will build on the performance targets with best practices for evaluating sensors over a wide concentration range, over multiple locations, and in network applications. Many of these lessons learned come from several years of using sensors for this application and from almost two years of including sensor data on the AirNow Fire and Smoke map.

U.S. Department of Education Encourages Use of American Rescue Plan Funds to Improve Ventilation and IAQ in Schools

Indoor air quality is critical to reopening schools safely and keeping them open. The U.S. Department of Education has released new guidance encouraging the use of American Rescue Plan (ARP) funds to improve ventilation systems and make other indoor air quality improvements in schools to prevent the spread of COVID- 19 and tackle longstanding school ventilation improvement needs. The new Department of Education guidance highlights EPA resources to support investments in improved ventilation and indoor air quality. Use the following resources from EPA to supplement the information in the guidance:

In recent years, data from fine particulate matter (PM2.5) sensors have become an invaluable tool for communicating air quality information to the public during wildfire smoke episodes and broadening our understanding of the sometimes, local nature and often extreme air quality impacts from wildfire smoke. In 2021, EPA, released performance targets for PM2.5 air sensors. These targets provide a solid foundation for the evaluation of air sensors, but do not capture all the complexities of using sensors for smoke monitoring applications. This webinar will build on the performance targets with best practices for evaluating sensors over a wide concentration range, over multiple locations, and in network applications. Many of these lessons learned come from several years of using sensors for this application and from almost two years of including sensor data on the AirNow Fire and Smoke map.

EPA releases new report on Climate Change and Social Vulnerability in the United States: A Focus on Six Impacts

EPA’s new report quantifies the degree to which four socially vulnerable populations— defined based on income, educational attainment, race and ethnicity, and age—may be more exposed to the highest impacts of climate change. The report quantifies six types of impacts: air quality and health, extreme temperature and health, extreme temperature and labor, coastal flooding and traffic, coastal flooding and property, and inland flooding and property. NEW! EPA has updated the Tribal Greenhouse Gas Inventory Tool

EPA’s free, spreadsheet-based Tribal Greenhouse Gas Inventory Tool, first launched in 2013 and updated annually, is based on nationally and internationally recognized GHG accounting and reporting principles.

          This year’s updates include:

  • An optional market-based method to calculate Scope 2 emissions from electricity purchased through contractual instruments, such as Renewable Energy Certificates (RECs).
  • Revised Emissions & Generation Resource Integrated Database (eGRID) factors from 1990 through 2019, as available.
  • Updated default stationary energy emission factors and heat contents.
  • Kerosene and distillate fuel oil as additional stationary energy fuel types.

EPA is rescheduling the virtual public hearing for its proposed rule to February 17, 2022. This hearing is being rescheduled from the previous date of January 20, 2022. Due to the COVID-19 pandemic, this hearing will be held virtually only using Zoom (i.e., there will be no in-person hearing). In order to attend the February 17, 2022 virtual public hearing, all attendees (including those who will not be presenting verbal testimony) must register. Improving Environmental Health in Schools White Paper

The authors of this white paper are environmental health academics who recognize the importance of in-school education. However, we also understand that infectious disease transmission in schools is an existential challenge affecting the health of local communities and ultimately, society at large. We have extensive experience implementing environmental improvements both before and during the current pandemic. We wish to persuade the United States Environmental Protection Agency (EPA) as the lead Agency for protecting human health and the environment, that now is the time to revive and expand their School Integrated Pest Management (SIPM) initiative to improve environmental health in schools and document the tangible benefits that follow.

Applications open for the Arctic Rivers Summit, March 2022

Scheduled to take place at the Alaska Native Heritage Center in Anchorage, Alaska, March 29-31, 2022. The Summit is part of the Arctic Rivers Project funded by the National Science Foundation’s Navigating the New Arctic Program. The Summit will be an in-person workshop to discuss the current and potential future states of Alaskan and Yukon rivers and fish and how we can adapt. It will bring together up to 150 Tribal and First Nation leaders, community members, managers, and knowledge holders, academic, Indigenous, federal, state, and provincial researchers, non-governmental organizations, and others.

EPA is rescheduling the virtual public hearing for its proposed rule to February 17, 2022. This hearing is being rescheduled from the previous date of January 20, 2022. Due to the COVID-19 pandemic, this hearing will be held virtually only using Zoom (i.e., there will be no in-person hearing). In order to attend the February 17, 2022 virtual public hearing, all attendees (including those who will not be presenting verbal testimony) must register. The EPA is requesting that you pre-register by February 14, 2022 to allow for the orderly scheduling of testimony. Choose the Right Portable Air Cleaner for the Home

Whether you are in the market for a portable air cleaner for your home or you were thinking about gifting one this holiday season, EPA’s Guide to Air Cleaners in the Home can help you make a well-informed decision.

Tips for selecting and using a portable air cleaner:

  • Never buy or use an air cleaner that generates ozone, a lung irritant.
  • Choose an air cleaner with a clean air delivery rate (CADR) that is large enough for the size of the room. The higher the CADR the more particles an air cleaner can capture and remove from the air and the larger the room it can be used in.
  • Running your air cleaner at a higher speed and for a longer time will help improve the air cleaner’s effectiveness.
  • Place your air cleaner in the rooms where you spend more of your time such as your living room or bedroom.
  • Replace filters regularly and follow all air cleaner manufacturing maintenance instructions.

Improving Environmental Health in Schools White Paper

The authors of this white paper are environmental health academics who recognize the importance of in-school education. However, we also understand that infectious disease transmission in schools is an existential challenge affecting the health of local communities and ultimately, society at large. We have extensive experience implementing environmental improvements both before and during the current pandemic. We wish to persuade the United States Environmental Protection Agency (EPA) as the lead Agency for protecting human health and the environment, that now is the time to revive and expand their School Integrated Pest Management (SIPM) initiative to improve environmental health in schools and document the tangible benefits that follow.

U.S. Department of Education Encourages Use of American Rescue Plan Funds to Improve Ventilation and IAQ in Schools

Indoor air quality is critical to reopening schools safely and keeping them open. The U.S. Department of Education has released new guidance encouraging the use of American Rescue Plan (ARP) funds to improve ventilation systems and make other indoor air quality improvements in schools to prevent the spread of COVID- 19 and tackle longstanding school ventilation improvement needs. The new Department of Education guidance highlights EPA resources to support investments in improved ventilation and indoor air quality. NEW! EPA has made available modeling data including projected ozone design values for 2023, 2026, and 2032 and ozone contributions in 2023 and 2026 at individual monitoring sites, nationwide. These data are based on the 2016v2 emissions platform (https://www.epa.gov/air-emissions-modeling/2016v2-platform)

While these data do not reflect any policy or regulatory decisions, EPA expects to use this information in upcoming rulemaking actions, including ozone transport actions.  States could also use this information to the extent they wish to review their implementation plans with respect to interstate transport for the 2015 ozone standards. The data are available at:  https://www.epa.gov/air-emissions-modeling/2016v2-platform. Interested parties can obtain the full set of modeling inputs and outputs when these data are used to support regulatory actions.

EPA’s new report quantifies the degree to which four socially vulnerable populations— defined based on income, educational attainment, race and ethnicity, and age—may be more exposed to the highest impacts of climate change. The report quantifies six types of impacts: air quality and health, extreme temperature and health, extreme temperature and labor, coastal flooding and traffic, coastal flooding and property, and inland flooding and property. NEW! Applications open for the Arctic Rivers Summit, March 2022

Scheduled to take place at the Alaska Native Heritage Center in Anchorage, Alaska, March 29-31, 2022. The Summit is part of the Arctic Rivers Project funded by the National Science Foundation’s Navigating the New Arctic Program. The Summit will be an in-person workshop to discuss the current and potential future states of Alaskan and Yukon rivers and fish and how we can adapt. It will bring together up to 150 Tribal and First Nation leaders, community members, managers, and knowledge holders, academic, Indigenous, federal, state, and provincial researchers, non-governmental organizations, and others.

NEW! The U.S. Environmental Protection Agency (EPA) is initiating consultation and coordination with federally recognized Indian tribes on Effluent Limitations Guidelines and Standards for the Steam Electric Power Generating Point Source Category (the Steam Electric ELG). The Steam Electric ELG regulations cover wastewater discharges from power plants. The current rulemaking specifically focusses on wastewaters generated by coal-fired power plants. These limitations on the discharge of pollutants will subsequently be incorporated into National Pollutant Discharge Elimination System (NPDES) permits, potentially reducing pollutant discharges into waters of the United States.

On July 26, 2021, EPA announced its decision to undertake a rulemaking in which the Agency will determine whether more stringent limitations and standards for coal-fired power plants are appropriate and consistent with the technology-forcing statutory scheme and the goals of the Clean Water Act.

The tribal consultation letter and consultation and coordination plan for this action are attached. These consultation materials are also available on EPA’s Tribal Consultation Opportunities Tracking System (TCOTS) website located at:https://tcots.epa.gov. Additional information on the Steam Electric ELG can be found athttps://www.epa.gov/eg/steam-electric-power-generating-effluent-guidelines.

EPA plans to hold two identical Tribal Webinars and Listening Sessions on February 1 and 9, 2022 from 1:00 – 2:30 PM Eastern Time. These webinars will be an opportunity for EPA to provide an overview of this forthcoming rulemaking and to receive input from tribal representatives about this action. To register:

The EPA ‘s anticipated timeline for the consultation and coordination period on this action is expected to extend from January 18, 2022 to March 29, 2022.

NRC invites comment on Draft Programmatic Agreement on protection of archaeological sites affected by proposed placement of mine waste repository on top of reclaimed Church Rock uranium mill tailings deposit: The U.S. Nuclear Regulatory Commission (NRC) is requesting comment on a draft Programmatic Agreement (PA) between the NRC, U.S. Environmental Protection Agency (US EPA), Navajo Nation Tribal Historic Preservation Office (NNTHPO), New Mexico State Historic Preservation Office (NMSHPO), Bureau of Indian Affairs (BIA), and United Nuclear Corporation (UNC). The purpose of this draft PA is to resolve any adverse effects to historic properties identified during consultation for a proposed license amendment application for the UNC Mill Site.

The purpose of this draft PA is to resolve any adverse effects to historic properties identified during consultation for a proposed license amendment application for the UNC Mill Site.

Choose the Right Portable Air Cleaner for the Home

Whether you are in the market for a portable air cleaner for your home or you were thinking about gifting one this holiday season, EPA’s Guide to Air Cleaners in the Home can help you make a well-informed decision.

Tips for selecting and using a portable air cleaner:

  • Never buy or use an air cleaner that generates ozone, a lung irritant.
  • Choose an air cleaner with a clean air delivery rate (CADR) that is large enough for the size of the room. The higher the CADR the more particles an air cleaner can capture and remove from the air and the larger the room it can be used in.
  • Running your air cleaner at a higher speed and for a longer time will help improve the air cleaner’s effectiveness.
  • Place your air cleaner in the rooms where you spend more of your time such as your living room or bedroom.

Improving Environmental Health in Schools White Paper

The authors of this white paper are environmental health academics who recognize the importance of in-school education. However, we also understand that infectious disease transmission in schools is an existential challenge affecting the health of local communities and ultimately, society at large. We have extensive experience implementing environmental improvements both before and during the current pandemic. We wish to persuade the United States Environmental Protection Agency (EPA) as the lead Agency for protecting human health and the environment, that now is the time to revive and expand their School Integrated Pest Management (SIPM) initiative to improve environmental health in schools and document the tangible benefits that follow.

 

U.S. Department of Education Encourages Use of American Rescue Plan Funds to Improve Ventilation and IAQ in Schools

Indoor air quality is critical to reopening schools safely and keeping them open. The U.S. Department of Education has released new guidance encouraging the use of American Rescue Plan (ARP) funds to improve ventilation systems and make other indoor air quality improvements in schools to prevent the spread of COVID- 19 and tackle longstanding school ventilation improvement needs. The new Department of Education guidance highlights EPA resources to support investments in improved ventilation and indoor air quality. Use the following resources from EPA to supplement the information in the guidance:

EPA releases new report on Climate Change and Social Vulnerability in the United States: A Focus on Six Impacts

EPA’s new report quantifies the degree to which four socially vulnerable populations— defined based on income, educational attainment, race and ethnicity, and age—may be more exposed to the highest impacts of climate change. The report quantifies six types of impacts: air quality and health, extreme temperature and health, extreme temperature and labor, coastal flooding and traffic, coastal flooding and property, and inland flooding and property. Scheduled to take place at the Alaska Native Heritage Center in Anchorage, Alaska, March 29-31, 2022. The Summit is part of the Arctic Rivers Project funded by the National Science Foundation’s Navigating the New Arctic Program. The Summit will be an in-person workshop to discuss the current and potential future states of Alaskan and Yukon rivers and fish and how we can adapt. It will bring together up to 150 Tribal and First Nation leaders, community members, managers, and knowledge holders, academic, Indigenous, federal, state, and provincial researchers, non-governmental organizations, and others.

Release of the Draft Policy Assessment for the Particulate Matter National Ambient Air Quality Standards

On October 8, 2021, the Environmental Protection Agency (EPA) will make available for public comment a draft document titled, Policy Assessment for Reconsideration of the National Ambient Air Quality Standards for Particulate Matter, External Review Draft (Draft PA). This draft document was prepared as a part of the current reconsideration of the 2020 final decision on the National Ambient Air Quality Standards (NAAQS) for Particulate Matter (PM). When final, the PA is intended to “bridge the gap” between the scientific and technical information assessed in the 2019 Integrated Science Assessment for Particulate Matter (2019 ISA) and Supplement to the 2019 Integrated Science Assessment for Particulate Matter (ISA Supplement) and the judgments required of the Administrator in determining whether to retain or revise the existing PM NAAQS.

 

Don’t forget to fill out NTAA’s Air Quality Baseline Needs Assessment for Tribes by December 31, 2021!

The purpose of the survey is to collect information from all 574 federally recognized Tribes to enable NTAA to comprehensively describe Tribal ambient and indoor air quality needs. This information will then be used to identify the range of Tribal air quality needs and priorities and build Tribal air quality management capacity. Your participation in this survey is voluntary and you are free to decline to answer any question you do not wish to answer. The survey will take between 15 – 20 minutes to complete. EPA releases new report on Climate Change and Social Vulnerability in the United States: A Focus on Six Impacts

EPA’s new report quantifies the degree to which four socially vulnerable populations— defined based on income, educational attainment, race and ethnicity, and age—may be more exposed to the highest impacts of climate change. The report quantifies six types of impacts: air quality and health, extreme temperature and health, extreme temperature and labor, coastal flooding and traffic, coastal flooding and property, and inland flooding and property. NEW! Listening Session: $5 Billion Available from the Bipartisan Infrastructure Law’s Clean School Bus Program

EPA will host a listening session about the Clean School Bus Program in the Bipartisan Infrastructure Law. This program will offer $5 billion over five years to replace older school buses with clean school buses that are zero-emission or use alternative fuels. Eligible recipients for funding through this new program include: state and local governments, certain contractors, nonprofit school transportation associations, and Tribes, Tribal organizations or Tribally-controlled schools. NRC invites comment on Draft Programmatic Agreement on protection of archaeological sites affected by proposed placement of mine waste repository on top of reclaimed Church Rock uranium mill tailings deposit: The U.S. Nuclear Regulatory Commission (NRC) is requesting comment on a draft Programmatic Agreement (PA) between the NRC, U.S. Environmental Protection Agency (US EPA), Navajo Nation Tribal Historic Preservation Office (NNTHPO), New Mexico State Historic Preservation Office (NMSHPO), Bureau of Indian Affairs (BIA), and United Nuclear Corporation (UNC). The purpose of this draft PA is to resolve any adverse effects to historic properties identified during consultation for a proposed license amendment application for the UNC Mill Site.

Final Air Toxics Standards for Carbon Black Production. The technology review of the standards for Carbon Black production major source and area facilities did not identify any developments that would further reduce hazardous air pollutant emissions beyond the original NESHAP. More information, including a summary fact sheet and a pre-publication version of the final rule, is available here.

 

Final Air Toxics Standards for Cyanide Chemicals Manufacturing

EPA is not amending the NESHAP as a part of the technology review. However, as a part of our technology review, we did identify previously unregulated emission sources and finalized changes to the NESHAP that add standards for these sources. More information is available here.

 

Final Air Toxics Standards for Flexible Polyurethane Foam NESHAP and RTR Final Rule

EPA identified one technology-related development that is a current industry practice. Accordingly, EPA is amending the definition of “hazardous air pollutants (HAP)-based adhesive” so that major source new and existing loop slitters are prohibited from using adhesives containing one percent or more by weight of total HAP. Final Air Toxics Standards for Refractory Products Manufacturing

EPA identified one technology-related development that reflects current industry best practices. As a result, EPA is amending the work practices that are required to minimize air toxics emissions during scheduled maintenance of control devices for continuous kilns. Outdoor Air Affects Indoor Air, Especially During Wildfires: Take

Steps to Protect Your Indoor Air Quality!

During a wildfire, smoke can make the outdoor air unhealthy to breathe. Local officials may advise you to stay indoors during a smoke event. You should be aware that some of the smoke from outdoors can enter your home and make it unhealthy to breathe indoor air, too.
There are things you can do, such as staying indoors with the doors and windows closed and filtering the air indoors to reduce your family’s exposure to smoke. Reducing exposure to smoke is important for everyone’s health — especially children, older adults, and people with heart or lung disease. Improving Environmental Health in Schools White Paper

The authors of this white paper are environmental health academics who recognize the importance of in-school education. However, we also understand that infectious disease transmission in schools is an existential challenge affecting the health of local communities and ultimately, society at large. We have extensive experience implementing environmental improvements both before and during the current pandemic. We wish to persuade the United States Environmental Protection Agency (EPA) as the lead Agency for protecting human health and the environment, that now is the time to revive and expand their School Integrated Pest Management (SIPM) initiative to improve environmental health in schools and document the tangible benefits that follow.

 

U.S. Department of Education Encourages Use of American Rescue Plan Funds to Improve Ventilation and IAQ in Schools

Indoor air quality is critical to reopening schools safely and keeping them open. The U.S. Department of Education has released new guidance encouraging the use of American Rescue Plan (ARP) funds to improve ventilation systems and make other indoor air quality improvements in schools to prevent the spread of COVID- 19 and tackle longstanding school ventilation improvement needs. The new Department of Education guidance highlights EPA resources to support investments in improved ventilation and indoor air quality. Use the following resources from EPA to supplement the information in the guidance:

This one-hour webinar will introduce the U.S. Environmental Protection Agency (EPA)’s new Energy Savings and Impacts Scenario Tool (ESIST) to be launched the same day. ESIST is a customizable and transparent Excel-based planning tool for analyzing the energy savings and costs from energy efficiency programs and their impacts on emissions, public health, and equity. Users can generate energy efficiency scenarios from 2010–2040 at different geographical resolutions, ranging from national- or state-level analysis to different customer sectors within specific utilities.

ESIST enables users to develop scenarios and estimate the multiple benefits of electric customer-funded energy efficiency investments–including avoided emissions, public health benefits, peak demand impacts, and energy burden reductions–and review customer demographic data.

Final Air Toxics Standards for Carbon Black Production. The technology review of the standards for Carbon Black production major source and area facilities did not identify any developments that would further reduce hazardous air pollutant emissions beyond the original NESHAP. Final Air Toxics Standards for Cyanide Chemicals Manufacturing

EPA is not amending the NESHAP as a part of the technology review. However, as a part of our technology review, we did identify previously unregulated emission sources and finalized changes to the NESHAP that add standards for these sources. More information is available here.

 

Final Air Toxics Standards for Flexible Polyurethane Foam NESHAP and RTR Final Rule

EPA identified one technology-related development that is a current industry practice. Accordingly, EPA is amending the definition of “hazardous air pollutants (HAP)-based adhesive” so that major source new and existing loop slitters are prohibited from using adhesives containing one percent or more by weight of total HAP. Final Air Toxics Standards for Refractory Products Manufacturing

EPA identified one technology-related development that reflects current industry best practices. As a result, EPA is amending the work practices that are required to minimize air toxics emissions during scheduled maintenance of control devices for continuous kilns. Outdoor Air Affects Indoor Air, Especially During Wildfires: Take

Steps to Protect Your Indoor Air Quality!

During a wildfire, smoke can make the outdoor air unhealthy to breathe. Local officials may advise you to stay indoors during a smoke event. You should be aware that some of the smoke from outdoors can enter your home and make it unhealthy to breathe indoor air, too.

 

There are things you can do, such as staying indoors with the doors and windows closed and filtering the air indoors to reduce your family’s exposure to smoke. Reducing exposure to smoke is important for everyone’s health — especially children, older adults, and people with heart or lung disease. Consumer warning from FDA:Consumers that use of the Max-Lux Safe-T-Lite UV WAND may expose the user or any nearby person to unsafe levels of ultraviolet-C radiation and may cause injury to the skin, eyes, or both after a few seconds of use. Consumers may use the wand to try to disinfect surfaces and kill germs in the home or similar spaces. The FDA recommends that consumers consider using safer alternative disinfection methods.

 

Improving Environmental Health in Schools White Paper

The authors of this white paper are environmental health academics who recognize the importance of in-school education. However, we also understand that infectious disease transmission in schools is an existential challenge affecting the health of local communities and ultimately, society at large. We have extensive experience implementing environmental improvements both before and during the current pandemic. We wish to persuade the United States Environmental Protection Agency (EPA) as the lead Agency for protecting human health and the environment, that now is the time to revive and expand their School Integrated Pest Management (SIPM) initiative to improve environmental health in schools and document the tangible benefits that follow.

 

Need Temporary Power? Use Caution with Portable Generators! Prevent Carbon Monoxide Poisoning

During power outages, portable generators can be used to help temporarily restore power to a few key appliances like refrigerators, lights and fans. Portable generators that use fuels such as gasoline, natural gas or kerosene are widely available. However, if they are not used correctly they can be hazardous because their exhaust contains deadly fumes, like carbon monoxide. Carbon monoxide is a toxic gas you cannot see or smell but could kill you in minutes.

Remember:

  • Do use portable generators outside and far away from buildings.
  • Do not use portable generators under any of the following conditions:
  • inside your house or garage
  • on balconies or near doors, vents or windows, and
  • near where anyone is sleeping.

U.S. Department of Education Encourages Use of American Rescue Plan Funds to Improve Ventilation and IAQ in Schools

Indoor air quality is critical to reopening schools safely and keeping them open. The U.S. Department of Education has released new guidance encouraging the use of American Rescue Plan (ARP) funds to improve ventilation systems and make other indoor air quality improvements in schools to prevent the spread of COVID- 19 and tackle longstanding school ventilation improvement needs. The new Department of Education guidance highlights EPA resources to support investments in improved ventilation and indoor air quality. Use the following resources from EPA to supplement the information in the guidance:

not use air cleaners that intentionally generate ozone in occupied spaces.
